European regulations
With Legislative Decree No. 194 of 19 August 2005 (transposition of European Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002), a common approach is defined to avoid, prevent or reduce, according to the respective priorities, the harmful effects of exposure to environmental noise.
In compliance with the five-yearly deadlines set by European Directive 2002/49/EC and its national transposal, Autostrade per l'Italia has drawn up the five-yearly updates:
la "Mappatura Acustica", che rappresenta livelli di rumore secondo specifici indicatori utili a valutare l'esposizione generata dalla sorgente autostradale;
che mirano a gestire i problemi di inquinamento acustico e i relativi effetti, recependo integralmente il Piano di Contenimento e Abbattimento del Rumore e gli interventi di mitigazione acustica previsti per le tratte in ampliamento.
On 10 May 2018, Autostrade per l'Italia published the updated Noise Mapping and the proposed Action Plan on its website, so that the public could consult them and submit comments, opinions and memoranda in writing within 45 days of publication.
Autostrade took these comments into account in the final drafting of the Action Plan adopted and forwarded to the Bodies on 18 July 2018.
This data will remain available on Autostrade per l'Italia's website until the next update of the Action Plans, scheduled for the first half of 2024. On that occasion Autostrade will also publish the new five-year update of the Noise Mapping, already sent to the competent bodies in June 2022.
The results of the 'noise mapping' and 'action plans' are not directly comparable with the results of the 'identification of critical areas' and the 'noise containment and abatement plan' respectively: in fact, European legislation has introduced new acoustic descriptors (Lden parameter) for noise assessment and a different indication of how to represent noise levels (fixed height of 4 metres above the ground instead of at the most critical point, and different calculation methods, i.e. the French NMPB-Routes-96 model until 2018 and then the CNOSSOS standard).
For further information on the calculation model used and in line with the requirements of Legislative Decree 194 of 19/08/2005, art.3 paragraph 5 and annex 4 point 6.e, please refer to the Technical Report of the Noise Mapping study, the Technical Report and the Non-Technical Summary attached to the Action Plan.
These documents were drawn up in accordance with the updated Ministerial Guidelines.
